“NSW Health Minister John Hatzistergos has apologised to a breast cancer sufferer who could not buy a prosthesis because an area heath services account had been frozen by Coles Myer.

Gail Turner, who has had a mastectomy, was unable to use a voucher provided by the Greater Southern Area Health Service when she presented it at a Myer store in Wagga Wagga.

The store refused to accept the voucher because the health service branch had failed to pay outstanding bills.

Other businesses, including that of a local milkman, have complained that Greater Southern has failed to pay its accounts.

Ms Turner, who is still having chemotherapy treatment, said she broke down at the counter when Myers refused to take her voucher for the $232 prosthesis and bra

joe, without doubt, Vic was following the ACT’s lead. However, neither the ACT nor Vic charters of human rights are worth the paper they are printed on. These are statutory bills of rights, created by an act of Parliament, meaning they also can be altered on the whims of politicians.

Bills of rights should be constitutional instruments, requiring significant majorities popular votes to be enacted or altered. That keeps the hands of the pols off them.

It’s just not good enough, simple as that. We must not accept a statutory bill of rights as a real, functional civil rights definitional instrument- because it’s not.

The only upside I can think of to the ACT & Vic charters is that after a few years of operation, proponents of codified civil rights will be more easily able to punch holes in the authoritarians’ (like Bob Carr) argument that the sky will fall if the citizens have actual, boilerplate rights against excessive govt power.

It is my professional opinion that Mr Betts is likely to be currently suffering from a mental illness and that he may well represent a risk to himself and others.

I believe he would benefit from an urgent Mental Health Assessment to determine what treatment is required at this point in time.
