Ed, we happen to live on a 2000ft tall mountain overlooking Sydney. Every clear night, we see the city’s tens of thousands of orangey high pressure sodium street lights and squillions more other lights… and how many of them do you think winked off at 8:01pm? 1% would be a massive exaggeration.
Even if every light in Sydney were turned off, the brown coal-eating gen stations wouldn’t even slow down. Turning off lights for an hour is utter tomfoolery.
You can have my coal-fired HTPC & LAN when you pry the remote from my cold, dead fingers.
